Assignment Title: Training program for improving the effectiveness of the vaccination campaign and safeguard aspects of vaccination

The Government of Azerbaijan has received financing from the World Bank toward the cost of the Agricultural Competitiveness Improvement Project, and intends to apply part of the proceeds for consulting services.

The project consists of four components:

  1. Component A – Support for sanitary and phytosanitary services, which is structured into three subcomponents: support: (i) Food Safety Capacity Building; (ii) Upgrading Plant Health and Phytosanitary System, and (iii) Animal Health and Veterinary Services.
  2. Component B - Agri-food value chain development. The activities will be structured into two sub-components: (i) Investment and advisory support for agribusiness value chain development, and (ii) Seed sector development.
  3. Component C – Financial services to agribusiness.
  4. Component D - Project Management.

 

Under the Component A3 - Animal Health and Veterinary Services - the project supports the implementation of a national program against Brucellosis based on mass vaccination and modern surveillance techniques. The control program against Brucellosis is a composite activity comprising several sequenced actions deployed over a four-year period for small ruminants and a three-year period for cattle.

 

The vaccination campaign is implemented by specially trained and equipped staff of the Rayon Veterinary Units and students of the Veterinary Faculty of State Agrarian University.

 

The next campaign round scheduled for March 2020. The action plan has been prepared to strengthen the capacity on the ground to implement the vaccination. The action plan envisages, amongst other measures, recruitment and training of some 2,000 auxiliary personnel (operators) to support the field veterinarians in the vaccination campaign.

 

The general objective of the assignment

The objectives of the assignment are to: (i) design the training program for Field Veterinary Units and auxiliary (operators) to be recruited to support the FVUs in implementation of vaccination; and (ii) deliver the training program. The objective of the practical and applied training program is to enhance the capacity to implement the vaccination campaign more effectively. The training program will cover also the environmental safeguard aspects of the vaccination, including occupational and health safety.  The Consultant (Training Provider) will design practical and reference materials related to subject assignment. The training program would enhance the capacity of the veterinary service to deliver the vaccination in an expanded scope.

Scope of  services and work methodology

The training program will have the following three components:

Component 1: Training of 106 Master Trainers.

Component 2: Training of 2,000 veterinary assistants/operators

Component 2: Training of 1,624 regional veterinarians

 

Location of assignment

The Trainings shall be conducted in bellow mentioned 53 rayon centers:

 

Baku, Shamakh, Siyazan, Salyan, Gusar, Guba, Gobustan, Khizi, Khachmaz, Shabran, Absheron

Required input and duration of the assignment

 

The assignment is considered to be implemented within 50 calendar days. The task is expected to be implemented in late February-early April 2020.

 

The shortlisting criteria are:

The assignment will be carried out by the Consulting Company with the relevant experience specific to the assignment, and with an established track record in implementing training activities. The Consultant will have to have at least 5 years of similar experience in providing training in relevant field in rural areas of Azerbaijan, and experienced in the field of veterinary, animal health, and environmental safeguards, etc.; 

 

The company should propose trainers with the following minimum qualification:

 

For Component 1:

 

5 Trainers with the following qualifications:

 

  1. Relevant higher education in veterinary or relevant fields;
  2. Total 10 years of education, training and teaching techniques and/or training of trainers methodology.

 

For Component 2:

 

106 Trainers with the following qualifications:

  1. Relevant higher education in veterinary science
  2. At least 5 years’ experience of veterinary practice

 

For Component 3:

 

10 Trainers with the following qualifications:

 

  1. Relevant higher education in ecology/veterinary/or relevant fields
  2. Trainings and provision of academic knowledge, at least 5 years of experience in education
  3. Experience in teaching of occupational and health safety and environmental protection

 

The Agricultural Competitiveness Improvement Project now invites eligible Consulting Companies to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 edition, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interests. 

A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS)method set out in the Consultant Guidelines.
