Assignment title: Support to establishment of Agricultural Insurance Information System (AIIS)


The Government of Azerbaijan and the World Bank is implementing “Agricultural Competitiveness Improvement Project” (ACIP) in Azerbaijan. The overall objective of the Project is to facilitate the access of agricultural producers to markets by strengthening sanitary and phyto-sanitary services, enhancing selected value chains and providing financial services to agribusiness enterprises.


The Project is managed by the Agro Credits and Development Agency (ACDA), which is the Ministry of Agriculture’s agency for overseeing international agricultural development projects, primarily through the Project Management Unit (PMU) established within ACDA.


The ACIP (Client) provides support to development of agricultural insurance system in Azerbaijan.  ACIP support to the agricultural insurance system will be focused on (i) supporting the AIF with designing the Agrarian Insurance Mechanisms (AIM) and ensuring access of the staff engaged in designing of the AIM to the international best practices. 


Job description and Expected Outcomes


Agricultural Insurance Information System (AIIS)

The AIIS will be established with the objective to automize conclusion of insurance contracts, handling of insurance claims, conduct insurance risk assessment and process of appointment of independent agrarian insurance experts. The process of setting up the AIIS will be done under the direct guidance and support of consultants provided by Turkish State Agrarian Insurance Company – TARSIM.

The AIIS will include the following 11 modules:

  • "electronic cabinet" module;
  • information/awareness” module for submission of information notice and registration of notifications sent;
  • “integration with other systems” module; implementation of integration processes with other information systems and resources via EIS through the module "Integration with other systems";
  • “insurance” module for entering the information required to conclude an insurance agreement, automatic drawing up of insurance and reinsurance contracts, making changes to these agreements;
  • “assessment and damage control” module for analysis of data, risk assessment, damage control and quantification, determination of insurance premiums, insurance payments and expenses;
  • “expert” module for entering risk analysis and insurance event information, appointment of experts for risk analysis and insurance event, implementation of expert processes, expert assessment;
  • “finance and payment” module for conducting electronic payments and calculations;
  • “reports” module;
  • “administration” module;
  • “complaint” module to enter the track information on legal issues;
  • “process processing” module for managing processes (collecting, processing, storing information)


The objective of the assignment is to support the Agrarian Insurance Fund (The Client) with setting up the Agrarian Insurance Information System. A team of 10 individual consultants will be formed with primary goal of establishing the AIIS. The assignment will be implemented under direct guidance and supervision of TARSIM specialists. The group will consist of team leader and the following specialists:

  • Team Leader -1 expert
  • Business analysts - 3 experts
  • Java Developer - 3 experts
  • Full-stack(Web) Developer - 1 expert
  • DB Developer - 1 expert
  • Android Developer - 1 expert


The assignment is expected to be started from August/September 2020 for next 12 months. Timing and working arrangement is full-time engagement.


Qualification and Experience requirements for the Consultant

  • Team Leader -1 expert
  • Higher education in IT, Business Administration, Management, Automation and similar field;
  • Minimum 10 years’ experience in the analogical field and at least 5 years experience in management;
  • Participation in the implementation of large-scale local and international projects/Knowledge of COBIT and ITIL standards;


  • Business analysts - 3 experts
  • Higher education in IT, Business Administration, Management, Automation and similar field
  • Minimum 7 years experience in IT field, minimum 4 years experience in similar position
  • Participation in large-scale projects/Participation in international projects, international certificates and experience in insurance will be preferred.


  • Java Developers - 3 experts
  • Higher education in IT (or similar) systems;
  • Minimum 5 years experience in similar field;
  • Ability to work in the following areas:
  • Java 8 / Java EE / Java SE;RESTful and SOAP;SQL and PL / SQL;  (Spring MVC, Spring Boot desirable desirable); Web servers (Apache Tomcat); GIT system;



  • Full-stack(Web) Developer - 1 expert
  • Higher education (information technology preferred)
  • Minimum 3 years of similar experience, ability to work in the following areas: Knowledge of PHP, HTML, CSS, JavaScript; Writing Linux and shell scripts; Cloud technologies: Amazon, Rackspace, etc.
  • Backgrounds: Gearman, Redis
  • Search: Elasticsearch, Sphinx, Solr
  • Cache: Vernick, Memcached, APC / OpCache
  • Monitoring: Nagios
  • Database: MySQL, MongoDB, PostgreSQL, SQL / JSON (Cassandra,)
  • Web Services: (SOAP, RESTful)


  • DB Developer - 1 expert
  • Higher education in IT (or similar)
  • Minimum 5 years experience in similar field
  • Experience with database (Oracle, Postgre SQL); Knowledge of SQL, PL / SQL,      MS SQL Server and Oracle;
  • Preferred with International Certificates (Oracle Database Certified Associate, Oracle PL / SQL Developer Certified Associate)


  • Android Developer - 1 expert
  • Higher education (information technology preferred)
  • Minimum 3 years experience in this field;
  • Ability to write accurate and readable code;
  • Knowledge of Java 8, RxAndroid, Dagger 2, Retrofit 2, GreenDao 3, SQLite, ButterKnife, Glide, Play Services, MVP Design Pattern


General requirements for all positions:

  • Modern knowledge and skills in the field of development of methodological and teaching materials
  • Experience in Training/Education is desirable
  • Ability to work in a team and leadership skills
  • Ability to communicate
  • Possibility of regular trips to the regions
  • Foreign language skills are desirable (English, Turkish, Russian)
  • Experience in insurance is advantageous
  • Office programs knowledge

A Consultant will be selected in accordance with the Individual Consultancy method set out in the Consultant Guidelines.
