AGRICULTURAL COMPETITIVENESS IMPROVEMENT PROJECT
Main activities of the project:

Objective: Strengthening the efficiency and effectiveness of sanitary and phytosanitary services in order to reduce existing obstacles to agricultural and food trade.

Objective: Improving productivity and market integration of selected supply chains, strengthening relationships among value chain participants, as well as supporting activities for improving of quality of seed varieties entering the market.
Financial services to agribusiness
Improving the competitiveness, production and quality of enterprises operating in the agro-food sector of Azerbaijan, including improving technologies through a credit line.
Project Management
Coordination of relevant activities by the Project Management Unit (PIU) specialists in order to ensure compliance with the World Bank regulations, as well as financing of the administrative and operational costs associated with project implementation and management.

Support for sanitary and phytosanitary services:
Food Safety Capacity Building
It is intended to develop comprehensive training program and conduct trainings for capacity-building of Azerbaijan Food Safety Agency and Azerbaijan Food Safety Institute.
It is planned to supply laboratories with equipment and tools (sampling, etc.) to improve the food safety infrastructure, as well as providing support for laboratory accreditation and conducting training.
It is planned to improve the Chemical Toxicology Laboratory.
Capacity-building for pest management and pest risk analysis will be implemented.
Upgrading Plant Health and Phytosanitary System
In order to reduce the use of pesticides in agriculture, the biological control program for plant protection will be developed and farmers and specialists from relevant research institutions will be trained, including field demonstrations on integrated methods of pest control; In order to support the Biological Control Program of Azerbaijan Scientific Research Institute of Plant Protection and Technical Plants, the Laboratory of Detection of Toxic and Biological Residues of the Institute and Weed Control Laboratory will be supplied with equipment. The curriculum for the Plant Protection Faculty of the Azerbaijan State Agrarian University (ASAU) will be improved, which will provide competitive and qualified staff that meets the modern market needs for the development of the phytosanitary system in the country. Atlas of Pests of Quarantine Significance in the Republic of Azerbaijan widely used among inspectors of the Agrarian Services Agency, specialists from other scientific-research institutes as well as scientists and students will be published.
It is planned to privatize 798 field veterinary units and establish a Veterinary Chamber. It will result in healthy competition among veterinarians, the level of training and the quality of services of specialists will increase.
Trainings, sero-surveys will be conducted among veterinarians to improve the animal disease control program (especially against brucellosis). As a result of vaccination cattle and small ruminants against brucellosis, there will be a sharp reduction in the prevalence (level of spread) of brucellosis in the country. The economic damage caused by the disease will be eliminated, the incidence of brucellosis among people will be reduced and people will have the experience of combating other similar diseases.
Animal Identification and Registration System – information system meeting international requirements for animal diseases and food safety will be established, animal disease control will be strengthened at the central level and epidemiological analysis will be available.
The veterinary education program will be improved as a result of support of the Faculty of Veterinary Medicine and Zoo-Engineering of Azerbaijan State Agrarian University and cooperation with veterinary faculties of universities that meet international standards will be established. It is planned to strengthen the material and technical base of the faculty. As a result of newly introduced teaching methods, technologies and practices, professional capacity-building will be carried out.
The laboratory network will be improved, modern equipment, reagents and tools will be supplied as part of anti-brucellosis measures and a serum bank will be established for the first time in the country.
Productive partnerships will be created. Technical assistance for the development of sub-projects and investment support for agribusiness value chains will be provided in order to obtain investment support within project.
As a result of the project, a modern Azerbaijani model for the production and supply of competitive products will be created and applied throughout the country.
Participants will be identified to provide competitive and export-oriented agricultural products that meet modern standards and value chains will be established with their participation. 20 productive partnerships / value chains will be created within project. It is expected that over 10,000 people will benefit from these value chains as well as other project activities. At least 60% of these value chains are expected to achieve 20% product growth.
Central Seed Laboratory will be renovated in accordance with Chemical Technology Laboratory and ISTA (International Association for Seed Testing) standards, equipment will be provided, laboratory staff will be trained to improve their skills.
Regional Seed Certification Centers and seed testing units will be supported (knowledge and skills will be improved, new furniture and appropriate laboratory equipment will be provided).
The project will support the Grain Quality Laboratory of Scientific Research Institute of Crop Husbandry and Program of Cultivation of Varieties. Regional experimental farms will be provided with seed processing equipment.
It is also planned to purchase subsidized seed cleaning equipment with 50% by the project cost to support private seed growers within that project.
This will eventually provide the necessary infrastructure and capacity building to produce seeds that meet modern requirements for the cultivation of high-yielding varieties from the point of view of food safety of the country.
Financial services for agricultural (agribusiness) institutions
The development of agribusiness and processing sector of agro-food products will be supported through the provision of financial services;
A medium-sized agribusiness credit line will be supported through commercial banks;
There will be comprehensive research on Agricultural Credit Awareness Improvement Program and Development of the Agricultural İnsurance System.
The project will provide soft loans to develop various areas of agriculture. This will serve to increase productivity of local entrepreneurs, increase the export potential of products and create new jobs.
Project Management:
Cooperation with Frankfurt School of Finance and Management, well-known company of Germany aims to develop proposals for the analysis and improvement of existing lending mechanisms in the agricultural sector as well as establishment of new loan products.

Project Management
Expected outcomes from the project:
- Rural Infrastructure Development and Support for Water Users Associations: Water supply for 26,604 farms will be improved in the area of 17 Water Users Associations in 125 villages of Yevlakh and Agdash raions, water losses will be 25% and 5% in canals of soil lining and concrete coated canals accordingly. With the improvement of irrigation water, farms are expected to double productivity indicators for different plants and increase their incomes.
Increasing of Agricultural Productivity and Profitability:
- The farms in the project areas will obtain new crop varieties, gain new knowledge, have the opportunity to double their income and acquire new technologies.
- Livestock farms will obtain new productive animal breeds and they will have the opportunity to prevent animal diseases in a timely manner and as their productivity increases, their incomes will rise.
- There will be restoration work for investigation and improvement of pastures in the project areas, new varieties will be grown. Planting of orchards and reforestation in erosion prone areas and protection of the environment will be supported.
- Strengthening the material and technical base of a number of seed control and certification laboratories, variety testing units, Sheki Base Station, Goygol Artificial Insemination Center, Zonal Veterinary Laboratories and Guba Scientific Research Institute of Fruit and Tea under the Ministry of Agriculture will contribute to the future provision of farms with more productive plants seeds and animal semen.
Rural Financial Services
- Farms will be able to access to financial resources at any time, at easier and lower interest rates without bearing additional costs in their own area.
