The Government of Republic of Azerbaijan (“Beneficiary”) has received financing from the Islamic Development Bank (the “Bank”) in the form of a loan toward the cost of the Integrated Rural Development Project (IRDP). The Agency for Agro Credit and Development, an executing agency of the Beneficiary, intends to apply a portion of the proceeds of this financing to eligible payments under the contract for recruitment of Senior Regional Engineer of “Rural Infrastructure Development and Support to the Water Users Associations” component of the project.

 

Integrated Rural Development Project (IRDP), co-funded by Islamic Development Bank (IsDB) and International Fund for Agriculture Development (IFAD), started its implementation in 4 districts of Azerbaijan, namely Agdash, Yevlakh, Sheki and Oghuz districts. The overall goal of the IRDP is to reduce rural poverty in project areas through increased food security and enhanced income-generating opportunities.

The project comprises of 4 main components: i) Rural Infrastructure Development and Support to WUAs; ii) Agricultural Productivity and Profitability Enhancement; iii) Rural Financial Services; and iv) Project Coordination and Management. Total project cost is USD 103.7 million, including: USD 66.4 million IsDB share, USD 19.6 million IFAD share, USD 13 million Government share (primarily in the form of tax), and USD 4.6 million contribution from project beneficiaries.

 

The Project will be implemented over a period of eight years, starting from January 2012 and to be completed in 2020. The government appointed Agency for Agro Credit and Development under the Ministry of Agriculture of Azerbaijan Republic as the Executing Agency (EA). The EA has established IFAD PMU (IPMU) in Baku responsible for overall project coordination, and Regional PMU (RPMU) for coordinating activities at the project sites.

 

The Senior Regional Engineer will be responsible to the EA to coordinate and supervise the implementation of IsDB’s project component: Rural Infrastructure Development and Support to Water Users Association (WUAs), in terms of ensuring timely and quality delivery of the activities, and timely reporting to the EA and to the Islamic Development Bank. The Consultant will be based in the Project sites (in Aghdash or Yevlakh), with periodic travel to Baku for coordination meeting with the EA and the IsDB.

 

The assignment is expected to start in March 2019 and continue till 31 December 2020, with 6-month probation period and possibility of extension upon satisfactory performance if the project implementation period extended.

 

The qualification requirements are:

  • Higher education on civil engineering, with specialization on irrigation engineering;
  • Knowledge of Project participatory management methodology;
  • Excellent communication and organizational skills;
  • Proven minimum 10 years of working experience and leading the team in the irrigation projects;
  • Minimum 7 years of working experience in multi-sector development projects (with focus on ability to work with international expert in WUAs organisation and direction field) financed by international donor organisations;
  • Minimum 7 years of working experience in rural development or management of civil works projects;
  • Experience on mutual collaboration with state authorities
  • Excellent project management skills;
  • Demonstrate commitment to HSE management in a project implementation environment
  • Excellent interpersonal skills. Able to build effective business relationships with government officials and beneficiaries;
  • Excellent verbal and written communications skills, including the ability to convey the information and ideas to individuals and groups;
  • Computer-literate including MS Office programs, and knowledge of Civil Engineering software;
  • Administration skills, ability to organize and continually improve administration processes;
  • Fluent in Azerbaijani language and English language.

The Government of Azerbaijan and the World Bank is implementing “Agricultural Competitiveness Improvement Project” (ACIP) in Azerbaijan. The overall objective of the “Agricultural Competitiveness Improvement Project” is to facilitate the access of agricultural producers to markets by strengthening sanitary and phyto-sanitary services, enhancing selected value chains and providing financial services to agribusiness enterprises. The Project would further promote agribusiness/food processing through providing the access to finance to improve their technologies and increase production and upgrade and modernize the plant protection service and veterinary services. The Project would also facilitate development of selected high-value chains through a series of activities and interventions targeted at key constraints in the functioning of marketing chains of agricultural commodities. Finally, the Project will support a focused food safety capacity building program for both public and private sector.

 

The project consists of four components:

(ii)           Component B - Agribusiness value chain development;    

(iii)          Component C – Financial services to agribusiness;

(iv)          Component D - Project Management.

 

Management responsibility for the Project will come under the Agency for Agro Credit and Development (AACD) within the Ministry of Agriculture. ACIP will be managed by the Project Management Unit (PMU) located in the AACD. The PMU functions will include among others, implementation of project activities, financial management, procurement, project monitoring and evaluation.

  • Minimum five (5) years practical experience in the field of procurement, preferably with the previous similar experience in the World Bank projects;

Assignment Title: Food Safety Coordinator

The Government of Azerbaijan has received financing from the World Bank toward the cost of the Agricultural Competitiveness Improvement Project, and intends to apply part of the proceeds for consulting services.

 

The project consists of four components:

  • Component A – Support for sanitary and phytosanitary services, which is structured into three subcomponents: support: (i) Food Safety Capacity Building; (ii) Upgrading Plant Health and Phytosanitary System, and (iii) Animal Health and Veterinary Services.
  • Component B - Agri-food value chain development. The activities will be structured into two sub-components: (i) Investment and advisory support for agribusiness value chain development, and (ii) Seed sector development.
  • Component C – Financial services to agribusiness.
  • Component D - Project Management.

 

 

The consulting services include:

Prepare implementation schedule for the sub-component activities; coordinate activities of international consultants for development and implementation of strategy for optimization and modernization of lab network; work closely with international TA on preparation of list of equipment and technical specifications for lab equipment, research equipment and etc.; participate in recruitment of international consultants, including preparation of the TORs and evaluation of CVs; assist with procurement of equipment; identification of training needs of AFSA and AFSI and organization of training programs; manage the training needs assessment and activities on modernization of food safety curriculum of universities; collect monitoring data on sub-component implementation; develop implementation and progress reports of the subcomponent; assist international TA in conducting feasibility study of traceability system of food products and if feasible developing procurement plan.

 

The assignment of the Food Safety Coordinator shall be time based. S/he will be appointed for a period of 19 months (Dec 2018 - June 2020).

Assignment Title: Establishment of the Veterinary Statutory Body (Chamber)

The Government of Azerbaijan has received financing from the World Bank toward the cost of the Agricultural Competitiveness Improvement Project, and intends to apply part of the proceeds for consulting services.

The Project support strengthening the State Veterinary Services (SVS) and promotion of a complementary private veterinary sectors as key elements being considered to provide a suitable environment for improving and securing animal production. A strategic plan for upgrading Azerbaijan Veterinary Services has been developed with assistance of OIE. The plan is to provide a roadmap for future interventions and investments in the animal health sector. The strategic plan is built mainly upon the Performance of Veterinary Services (PVS) assessment and subsequent Gap Analysis conducted by the OIE. To provide a comprehensive and independency evaluation of the veterinary services and identify the main weaknesses and investment priorities.

The Animal Health and Veterinary Services sub-component would (a) further enhance access to quality-assured veterinary services by supporting privatization of village level veterinary units of the State Veterinary Service (SVS); (b) further strengthen the disease surveillance and preparedness functions of the SVS through investments aimed at optimizing the efficiency of animal disease control program in accordance with OIE recommendations; (c) further development of a national veterinary information system (NVIS AZVET); and (d) support for veterinary education. The Ministry of Agriculture intends also to use the projects funding for preparing a strategy for Animal Identification and Registration System (AIRS) in Azerbaijan.

Rationalization of the SVS field staffing assignments. The Azerbaijan Veterinary Services Strategic Plan (prepared in December 2011 with strong input from OIE) envisages and argues in favor of certain reforms, notably, (i) the delegation of field veterinary activities of public interest form the state to the private sector; and (ii) the regulation of veterinary profession through the establishment of Veterinary Statutory Body (or Veterinary Chamber). These strategic objectives address recommendations made by OIE (OIE-OVS Report/2008 and OIE-PVS Gap Analysis/2011).

The concept of the Private Veterinary Service is the transfer of contractual public services (compulsory vaccinations, diagnostic examinations, meat inspections, animal identification, etc.)of veterinarians working in 753 field veterinary units currently funded by the state budget to private veterinarians. Additionally, treatment and prophylactic measures financed by the owners’ funds can be freely negotiated between farmers and private veterinarians on a contractual basis.

Under the privatization program, the field veterinary units (offices) would be handed over to the current veterinary staff which would be released from the SVS. ACIP would support privatization program in two phases. Initially, the project would support the delivery of government veterinary services through a contract arrangement which would include (i) basic support such as essential field equipment for vacation and blood testing, (ii)SVS financed fee-for-service to carry out the public god elements of the veterinary services in accordance with their contract with the SVS. The second phase would include comprehensive training and a more complete set of equipment and medications to field veterinarians who would be committed to in full time work as private veterinarians to provide, in addition to the public goods, on-farm ambulatory veterinary services. These selected veterinarians would receive a higher level of support, including (i) comprehensive ongoing training, technical assistance, supervision, mentoring support to ensure that they are achieving sustainability.

In addition, the sustainability of the private veterinarians would require the establishment of a veterinary statutory body (veterinary chamber) as mandated by the OIE guidelines. Therefore, along with the transfer of public services to the private sector, simultaneous establishment of the Veterinary Statutory Body (Veterinary Chamber) is essential. The essence of this approach is that well trained and professional private veterinary sector ensures the quality of services provided and creates a constructive partnership with the state. The Veterinary Chamber will promote the excellence of the veterinary profession through licensing or registering veterinary professionals and providing minimum standards for initial/continuing education and professional conduct.

The objectives of this assignment are to (i) review the existing legal and regulatory framework with regard to establishing and functioning the Veterinary Statutory Body (Chamber)l and (ii) draft the necessary amendments to the legislative framework within which a Veterinary Statutory Body can exercises its regulatory capacity is defined in Article 3.2.12 of the OIE Terrestrial Animal Health Code. Care must be taken to ensure the autonomy of Veterinary Statutory Body from any political or commercial interests. So as to safe-guard and promote the excellence of the veterinary profession through licensing or registering veterinary professionals and providing minimum standards for initial/continuing education and professional conduct.

The consulting services include:

  1. Analysis of National Veterinary Legislation and rules on the Veterinary of Azerbaijan for establishment of Veterinary Chamber;
  2. Drafting of Charter and internal procedures of the Veterinary Chamber;
  3. Recommendations for determining the competences of the Chamber of Veterinary Medicine, including proposal for granting practical certificates, based on establishment a score system for the evaluation of knowledge and competencies of private veterinarians;
  4. Preparation of “Professional Ethic Code of Conduct” for Private Veterinarians and rules on obligations of private vets;
  5. Considering that Veterinary Chamber is a new intuitional development in the country it I of paramount importance to ensure the continuous support and guidance form the experienced similar institution form other country. Therefore, preparing memorandum to cooperate with the Veterinary Chamber of the selected country, which is more suitable for Azerbaijan.

The task is estimated that a total input of forty-five (45) work/days will be required, deployed in 1 mission on site during the period November 2018. Possible home0based work may be 25 days. As determined during contractual negotiation. The Consultant will work in close collaboration with the designated staff of the Ministry of Agriculture, the SVS and PMU veterinary personnel.

Plant Health Specialist

Plant Health Specialist will carry out project activities on upgrading the plant health system and seed sector development. Plant Health Specialist will be responsible for liaison with the State Phytosanitary Control Services (SPCS)   He would work closely with the State Phytosanitary Control Service and seed sector institutions on technical matters and report administratively to the PMU Director.

 

Required qualifications:

·      Higher education with university degree in agriculture related field;

·      Good command of English;

·      At least 5 years of experience in related field;

·      Work experience with international organizations;

·      Experience in preparation of training and workshop programs and in organization of information campaign and simposiums;

STATE SERVICE ON MANAGEMENT OF AGRICULTURAL PROJECTS AND CREDITS UNDER THE MINISTRY OF AGRICULTURE/AGRICULTURAL COMPETITIVENESS IMPROVEMENT PROJECT

                                                 ANNOUNCEMENT

 

The Government of Azerbaijan and the World Bank is implementing “Agricultural Competitiveness Improvement Project” (ACIP) in Azerbaijan. The overall objective of the “Agricultural Competitiveness Improvement Project” is to facilitate the access of agricultural producers to markets by strengthening sanitary and phyto-sanitary services, enhancing selected value chains and providing financial services to agribusiness enterprises. The Project would further promote agribusiness/food processing through providing the access to finance to improve their technologies and increase production and upgrade and modernize the plant protection service and veterinary services. The Project would also facilitate development of selected high-value chains through a series of activities and interventions targeted at key constraints in the functioning of marketing chains of agricultural commodities. Finally, the Project will support a focused food safety capacity building program for both public and private sector.

 

The project consists of four components:

(i)             Component A – Support for sanitary and phytosanitary services;

(ii)           Component B - Agribusiness value chain development;    

(iii)          Component C – Financial services to agribusiness;

(iv)          Component D - Project Management.

 

Management responsibility for the Project will come under the State Service on Management of Agricultural Projects and Credits (SSMAPC) within the Ministry of Agriculture. ACIP will be managed by the Project Management Unit (PMU) located in the SSMAPC. The PMU functions will include among others, implementation of project activities, financial management, procurement, project monitoring and evaluation.

State Agency for Agricultural Credits under the Ministry of Agriculture/Agricultural Competitiveness Improvement Project is announcing a competition to the following vacant position under the Project. The attention of interested candidates is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 edition revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Section V, Selection Individual Consultants set out in the Consultant Guidelines.

Procurement Manager

The objective of the assignment is to ensure that goods and services under the Loan are procured in accordance with the provisions of the Loan Agreement, applicable World Bank Guidelines and Azerbaijan Public Procurement Law;

 

Required qualifications:

  • Education in the field of procurement, economy, or finance;
  • Minimum five (5) years practical experience in the field of procurement, preferably with the previous similar experience in the World Bank projects;
  • Be able to work under pressure, be determined and hard-working and ability to work as team;
  • Experience in procedures and regulations of the World Bank or other international organizations will be an advantage;
  • Excellent interpersonal and communications skills;
  • Demonstrated ability to work in a team;
  • Fluent in Azerbaijani and English.
  • Profound computer literacy (at least standard MS Office applications: Word, Excel, Outlook);
