On approval of the Regulation on Agrarian Credit and Development Agency under the Ministry of Agriculture of the Republic of Azerbaijan
DECREE OF THE PRESIDENT OF THE REPUBLIC OF AZERBAIJAN
In keeping with Item 32, Article 109, Constitution of the Republic of Azerbaijan and in order to ensure the work of the Agrarian Credit and Development Agency under the Ministry of Agriculture of the Republic of Azerbaijan, I resolve: [2]

. "Regulation on Agrarian Credit and Development Agency under the Ministry of Agriculture of the Republic of Azerbaijan" should be approved (attached). [3]

"Regulation on the State Service for Registration of Plant Varieties and Seed Control under the Ministry of Agriculture of the Republic of Azerbaijan" should be approved (attached).[4]

"Regulation on the General State Technical Control Service under the Ministry of Agriculture of the Republic of Azerbaijan" should be approved (attached).[5]

To prepare and submit to the President of the Republic of Azerbaijan within three months the proposals regarding the adaptation of the acts of the President of the Republic of Azerbaijan to this Decree;

Ensure that the normative legal acts of the Cabinet of Ministers of the Republic of Azerbaijan are adapted to this Decree within three months and inform the President of the Republic of Azerbaijan;

Courses of Agency’s activity

Agency’s duties [13]
3.0. In accordance with the directions of activity determined by this Regulation, the duties of the Agency are as follows:
3.0.1. to ensure allocation of concessional loans to individuals and legal entities engaged in entrepreneurial activity in the agricultural sector, to family farms through authorized credit organizations and to monitor the use of those funds for their purpose;
3.0.1-1. to provide partial guarantee for the risks of microloans received by the natural and legal persons engaged in entrepreneurial activities in the agricultural field, family farms through authorized credit organizations; [14]
3.0.2. to implement the granting of concessions applied to the means of agricultural production (agricultural machinery, technological equipment, sets and equipment of irrigation systems, breeding animals) at the expense of the state budget through authorized credit organizations, to control the use of those funds according to their purpose;
3.0.3. form an electronic register that ensures the electronic implementation and registration of services related to the granting of loans and concessions;
3.0.4. study the demand for credit funds by regions in the agrarian field and assess the agrarian development opportunities of the regions;
3.0.5. in accordance with the international agreements concluded in the agrarian field, to take appropriate measures related to the support and development of agricultural fields;
3.0.6. to hold competitions for the purpose of financing innovative projects in the field of agriculture, to carry out the expertise of projects submitted to the competition and to evaluate them, as well as to control the implementation of projects;
3.0.6-1. to carry out monitoring in order to ensure the effective operation of the subsidy mechanism, to ensure the evaluation of the impact of the services provided in connection with the subsidies on the production of agricultural products; [15]
3.0.7. to participate in the implementation of international agreements that the Republic of Azerbaijan is a supporter of in the field of agriculture, to cooperate with relevant international organizations and financial institutions, and to exchange experience;
3.0.8. To ensure the implementation of projects in the field of agriculture in accordance with the agreements concluded between the Ministry and international organizations and financial institutions;
3.0.9. to organize educational projects, trainings, seminars and scientific-practical conferences related to the agrarian field or to participate in the implementation of these events;
3.0.10. to review the applications of authorized credit organizations regarding the receipt of loans and concessions, to carry out the expertise (evaluation) of the proposed projects, to make a decision on granting or rejecting the applications;
3.0.11. to inform the population about their activities, to create a website, to ensure that the list of information that must be disclosed, as determined by law, is placed on that website and constantly updated;
3.0.12. To ensure efficient use of state funds, loans, grants and other financial resources allocated to the agency;
3.0.13. Review applications, complaints and proposals received by the Agency, take measures in accordance with the law;
3.0.14. to submit a report to the Ministry on the results of its activities;
3.0.15. to participate in the implementation of state programs and development concepts in the agricultural field;
3.0.16. To perform other tasks determined by the acts of the President of the Republic of Azerbaijan.

Agency’s rights
-
4.0. The Agency has the following rights to perform the tasks defined by this Regulation:

4.0.1. giving proposals to the Ministry about granting loans and concessions in the agrarian field, monitoring their use according to their purpose, improving the mechanism and areas where the application of concessions is considered a priority;

4.0.2. Conduct analysis and research on the projects managed by the Agency in the agricultural field, prepare analytical materials and make proposals according to the results;
-
4.0.3. prepare drafts of concepts, normative legal acts on the agrarian development of regions and submit them to the Ministry;
-
4.0.4. to make suggestions to the Ministry about the evaluation criteria of the investment projects intended to be applied in the agricultural field, and the appeals for concessions applied to the agricultural means of production;
-
4.0.5. to make proposals to the Ministry about the implementation of projects in the agricultural field, the conclusion of international agreements regarding the implementation of support measures;
-
4.0.6. to submit requests for necessary information (documents) to state and local self-government bodies, natural and legal entities and receive such information (documents) from them;
-
4.0.7. to cooperate with relevant international organizations, relevant state bodies (institutions) of foreign countries, to study the relevant experience of foreign countries;
-
4.0.8. issuing educational bulletins and other publications related to the agricultural field, organizing electronic services;
-
4.0.9. To create working groups, commissions, to engage scientific research and educational institutions, companies, independent experts and specialists on the basis of a contract for carrying out scientific research and experiment-testing works and providing services related to the projects managed by the Agency;

4.0.10. Publish information about the agency's activities in mass media;
-
4.0.11. To exercise other rights determined by the acts of the President of the Republic of Azerbaijan.
Organization of Agency’s work [16]
5.1. The agency is headed by a chairman who is appointed and dismissed by the Minister of Agriculture of the Republic of Azerbaijan.
5.2. The head of the Agency is personally responsible for the fulfillment of the tasks assigned to the Agency.
5.3. The chairman of the agency has three deputies who are appointed and dismissed by the minister of agriculture of the Republic of Azerbaijan. [17]
5.4. Deputy heads of the Agency operate in accordance with the division of duties and are personally responsible for the performance of the duties assigned to them.
5.5. Chairman of the Agency:
5.5.1. organizes and directs the activities of the Agency;
5.5.2. represents the Agency in relations with state bodies, local self-government bodies, legal and natural persons;
5.5.3. submits to the Ministry for approval the structure of the Agency's apparatus, the staff table and the cost estimate, as well as the statutes of the structural units, within the defined labor compensation fund and the number of employees;
5.5.4. distributes duties among his deputies, determines their powers, as well as other officials of the Agency, on staffing, personnel, finance and other issues and ensures their interaction;
5.5.5. Appoints and dismisses other employees of the Agency in agreement with the Ministry, with the exception of the deputy chairman of the Agency and the heads of the structural divisions of the Agency, concludes employment contracts with employees and supervises their activities, applies incentives and disciplinary measures in accordance with the law, increases the qualifications of employees and their professional development. takes appropriate measures to ensure its preparation; [18]
5.5.6. issues orders and instructions that are mandatory for the agency's employees;
5.5.7. prepares and submits to the Ministry proposals related to the improvement of the structure and activity of the Agency, including drafts of normative legal acts;
5.5.8. ensures the implementation of the relevant measures provided for in the work plan of the Ministry and the decisions of the board, orders, decrees, decisions and instructions of the Minister of Agriculture of the Republic of Azerbaijan;
5.5.9. The agency ensures the reception of citizens and consideration of their applications;
5.5.10. Submits quarterly reports to the Ministry on the spending of funds allocated to the agency from the state budget and received from other sources not prohibited by law;
5.5.11. regularly reports to the Ministry on the activities of the Agency;
5.5.12. ensures the spending of funds allocated from the state budget and extra-budgetary special funds, taking into account the funds limit, providing the specified supplements to the salaries of Agency employees, financial assistance and bonuses. [19]

REGULATION
On State Service for Registration of Plant Varieties and Seed Control under the Ministry of Agriculture of the Republic of Azerbaijan

General provisions
1.1. The State Service for Registration and Seed Control of Plant Varieties under the Ministry of Agriculture of the Republic of Azerbaijan (hereinafter - the State Service) is an executive power body that ensures expertise, testing, registration and protection of plant varieties, management of seed production in the field of agriculture, and implementation of state control of seed production.
1.2. In its activities, the State Service shall follow the Constitution of the Republic of Azerbaijan, the laws of the Republic of Azerbaijan, the decrees and orders of the President of the Republic of Azerbaijan, the decisions and orders of the Cabinet of Ministers of the Republic of Azerbaijan, the international agreements to which the Republic of Azerbaijan is a party, the Regulations on the Ministry of Agriculture of the Republic of Azerbaijan, this Regulation and the Regulations of the Ministry of Agriculture of the Republic of Azerbaijan (hereinafter - the Ministry) is guided by its legal acts.
1.3. The State Service performs its duties and rights provided for in this Regulation directly and through local institutions in the territory of the Republic of Azerbaijan.
1.4. While performing its duties and rights, the State Service operates in connection with other executive power and local self-government bodies of the Republic of Azerbaijan, non-governmental organizations, and legal and physical persons.
1.5. The State Service has an independent balance sheet, state property in use, treasury and bank accounts, a seal with an image of the State coat of arms of the Republic of Azerbaijan and its own name engraved on it, relevant stamps and forms.
1.6. The costs and activities of the State Service are financed from the state budget of the Republic of Azerbaijan, as well as from other sources provided by law and this Regulation.
1.7. The State Service is located in Baku.

Courses of State Service activities
2.0. The activities of the State Service are as follows:
2.0.1. conducts expertise, testing and registration of new varieties of agricultural plants, ensures protection, as well as protection of the rights of the author and patent holder of the used variety;
2.0.2. organizes the approval of seed crops;
2.0.3. ensures the certification of seeds in accordance with the Law of the Republic of Azerbaijan "On Seed Production"; [20]
2.0.4. cooperates with relevant international organizations, relevant state bodies (institutions) of foreign countries, studies relevant experience of foreign countries.

Duties of the Civil Service
3.0. The State Service performs the following tasks in accordance with the directions of activity determined by this Regulation:
3.0.1. conducts examination of plant varieties for novelty, tests for difference, similarity and stability;
3.0.2. registers plant varieties based on examination and test results and informs the Ministry about it;
3.0.3. issues patents and authorship certificates for breeding achievements (plant varieties), maintains the state register of breeding achievements (plant varieties);
3.0.4. conducts additional testing of breeding achievements (plant varieties) in cases established by law;
3.0.5. registers the license agreements concluded for the use of breeding achievements;
3.0.6. takes measures to prevent the production and sale of plant varieties and hybrids not registered in the state register, as well as the use of which is prohibited;
3.0.7. ensures the implementation of the measures defined by the Law of the Republic of Azerbaijan "On Breeding Achievements" in the field of protection of the rights of patent owners and authors;
3.0.8. publishes information about plant varieties on the official website;
3.0.9. certifies and registers seed breeding subjects;
3.0.10. coordinates the activities of seed-growing subjects;
3.0.11. supervises the compliance of seed-growing entities with the requirements of the Law of the Republic of Azerbaijan "On Seed-growing";
3.0.12. issues certificates of conformity to the seeds confirming the variety and sowing qualities;
3.0.13. disposes of seeds and planting materials that do not comply with state standards and technical conditions and does not have quality documents and prevents their sale;
3.0.14. file a case before the competent authorities for the prevention of violations detected in the field of the use of the patent granted to plant varieties and the certification of seeds;
3.0.15. conducts control testing (soil control) of original, super elite, elite and reproduction seeds of varieties included in the state register;
3.0.16. organizes the training of approvers, their qualification and attestation;
3.0.17. provides producers of seeds and planting materials with standards, instructions and other normative documents;
3.0.18. takes measures to train and increase the qualifications of specialists in the field of activity;
3.0.19. organizes the publication of official state documents, catalogs, certificates, accounting forms applied in seed production;
3.0.20. conducts seed breeding exhibitions and auctions;
3.0.21. studies and analyzes the conjuncture of the seed market;
3.0.22. informs the public about its activities, creates a website, places the list of information that must be disclosed as determined by law on that website, and ensures that this information is constantly updated;
3.0.23. reviews applications, complaints and proposals received by the Civil Service;
3.0.24. Performs other duties determined by the acts of the President of the Republic of Azerbaijan.

Rights of the Civil Service
4.0. The Civil Service has the following rights to perform its duties defined by this Regulation:
4.0.1. taking and analyzing samples of seeds and plant products to determine varietal and sowing qualities;
4.0.2. to prepare drafts of standards and other normative legal acts related to conducting examination and testing of plant varieties, protection and seed certification or to participate in their preparation;
4.0.3. determine suitable areas for the production of seeds and planting materials and seed suitability of crops;
4.0.4 to receive information about the state of the suitability of seeds and planting materials from enterprises, organizations, land owners and users engaged in seed production, regardless of ownership and organizational-legal form;
4.0.5. to make proposals to the Ministry for the establishment of state, local and insurance seed funds;
4.0.6. to make proposals to the Ministry about tariffs for services provided in the field of testing and registration of plant varieties; [21]

5.3. The head of the State Service has two deputies who are appointed and dismissed by the Minister of Agriculture of the Republic of Azerbaijan.
5.4. Deputy heads of the Civil Service operate in accordance with the division of duties and are personally responsible for the performance of the duties assigned to them.
5.5. Head of the Civil Service:
5.5.1. organizes and directs the activities of the State Service;
5.5.2. represents the State Service in relations with state bodies, local self-government bodies, legal entities and individuals;
5.5.3. submits to the Ministry for approval the structure of the State Service apparatus, the staff table and the cost estimate, as well as the bylaws of the structural divisions within the defined labor compensation fund and the number of employees;
5.5.4. determines the division of duties among the deputies of the head of the State Service and supervises the implementation of those duties;
5.5.5. Deputy heads of the State Service appoint and dismiss other employees of the State Service, with the exception of the heads of the structural units and local institutions of their apparatus, take the incentive and disciplinary measures against them;
5.5.6. issues mandatory orders and instructions for the employees of the State Service;
5.5.7. prepares and submits to the Ministry proposals related to the improvement of the structure and activity of the State Service, including drafts of normative legal acts;
5.5.8. ensures the implementation of the relevant measures provided for in the work plan of the Ministry and the decisions of the board, orders, decrees, decisions and instructions of the Minister of Agriculture of the Republic of Azerbaijan;
5.5.9. It ensures the reception of citizens in the State Service and consideration of their applications;
5.5.10. Submits reports to the Ministry once a quarter on the spending of the funds allocated to the State Service from the state budget and received from other sources not prohibited by law;
5.5.11. regularly reports to the Ministry on the activities of the State Service;
5.5.12. It ensures that the funds allocated to it are spent according to the purpose of the State Service budget;
5.5.13. creates working groups or an expert commission for the purpose of analyzing the effectiveness of plant varieties in regions, orders for new plant varieties, conducting observations on variety-trial fields and other plant varieties, and preparing proposals.

On Main State Technical Control Service under the Ministry of Agriculture of the Republic of Azerbaijan [22]
REGULATION

General provisions
1.1. The list of the Chief State Technical Control Service under the Ministry of Agriculture of the Republic of Azerbaijan (hereinafter referred to as the Service) that conducts state registration of vehicles and mechanisms (hereinafter referred to as agricultural machinery) determined by the Cabinet of Ministers of the Republic of Azerbaijan, and performs state control over their technical condition and operation is an executive authority. 1.2. In its activity, the service follows the Constitution of the Republic of Azerbaijan, laws of the Republic of Azerbaijan, decrees and orders of the President of the Republic of Azerbaijan, decisions and orders of the Cabinet of Ministers of the Republic of Azerbaijan, international agreements to which the Republic of Azerbaijan is a party, the Regulations on the Ministry of Agriculture of the Republic of Azerbaijan, this Regulation and the Regulations of the Ministry of Agriculture of the Republic of Azerbaijan ( hereinafter - the Ministry) is guided by legal acts.
1.3. The Service carries out its duties and rights provided for in this Regulation directly and through its subordinate regional divisions in the territory of the Republic of Azerbaijan. [24]

Activities of the service
2.0. The directions of the service are as follows:
2.0.1. carries out state registration of agricultural machinery;
2.0.2. conducts the state technical review of agricultural machinery;
2.0.3. ensures acceptance of exams and issuance (change) of driver's licenses for driving tractors and other mechanical vehicles;
2.0.4. controls the use of agricultural machinery.

Duties of the service
3.0. The service performs the following tasks in accordance with the directions of activity defined by this Regulation:
3.0.1. supervises the elimination of defects in agricultural equipment owned, used and leased by legal or natural persons during the warranty period in accordance with the contract terms;
3.0.2. ensures that the official register of state-registered mechanical vehicles is kept on paper and electronic carriers, and issues state registration marks and state registration certificates to them;
3.0.3. ensures the acceptance of applications in electronic form related to state registration of agricultural machinery, state technical inspection, issuance and replacement of tractor-driver's license to drive tractors and other mechanical vehicles;
3.0.4. participates in the training of qualified personnel in the field of management of modern equipment.
3.0.5. provides information in the mass media about the rules for the state technical inspection of agricultural machinery;
3.0.6. carries out a technical inspection of agricultural equipment that has not been subjected to a state technical inspection and has been registered with the state;
3.0.7. prohibits the operation of agricultural machinery whose technical condition does not meet the requirements of the law or state standards, which is not state registered, and which does not pass state technical inspection in the cases specified by law;
3.0.8. takes measures to prevent violations of the rules of operation of state-registered agricultural machinery and requires the elimination of violations from legal entities and individuals;
3.0.9. ensures the state registration of the agricultural equipment mortgage contract and the issuance of an extract from the official register of movable property; [25]
3.0.10. conducts theoretical and practical examinations for driving tractors and other mechanical vehicles, issues and changes driver's license;
3.0.11. ensures the creation and maintenance of an electronic database in a centralized manner in places according to the series of state registration marks of state-registered agricultural machinery;
3.0.12. conducts educational work with the aim of establishing private agroservices in regions (cities) and expanding their activities;
3.0.13. informs the public about its activities, creates a website, places the list of information that must be disclosed as determined by law on that website, and ensures that this information is constantly updated;
3.0.14. Applications, complaints and singles are included in the service.

Service Rights
4.0. The Service has the following rights to perform its duties established by this Regulation:
4.0.1. to request necessary information (documents) to state and local self-government bodies, individuals and legal entities and to receive such information (documents) from them;
4.0.2. prepare drafts of normative legal acts and submit them to the Ministry;
4.0.3. to study the experience of foreign countries in the relevant field;
4.0.4. Publish information about the activity of the service in the mass media;
4.0.5. to cooperate with relevant international organizations, relevant state bodies (institutions) of foreign countries;
4.0.6. To exercise other rights determined by the acts of the President of the Republic of Azerbaijan.

Organization of service activity
5.1. The service is headed by a chief who is appointed and dismissed by the Minister of Agriculture of the Republic of Azerbaijan. The head of the service is the Chief state technical control engineer inspector of the Republic of Azerbaijan.
5.2. The head of the Service is personally responsible for the performance of the duties assigned to the Service.
5.3. The head of the service has a deputy who is appointed and dismissed by the Minister of Agriculture of the Republic of Azerbaijan.
5.4. Head of Service:
5.4.1. Organizes and directs the activity of the service;
5.4.2. represents the Service in relations with state bodies, local self-government bodies, legal entities and individuals;
5.4.3. submits to the Ministry for approval the structure of the Service's apparatus, the staff table and the cost estimate, as well as the statutes of the structural divisions, within the defined labor compensation fund and the number of employees;
5.4.4. The deputy head of the Service appoints and dismisses other employees of the Service, except for the heads of the structural divisions of his apparatus and subordinate regional divisions, and takes incentive and disciplinary measures against them; [27]
5.4.5. Gives orders and instructions that are mandatory for the employees of the service;
5.4.6. Prepares proposals for improving the structure and activity of the service, including drafts of normative legal acts, and submits them to the Ministry;
5.4.7. ensures the implementation of the relevant measures provided for in the work plan of the Ministry and the decisions of the board, orders, decrees, decisions and instructions of the Minister of Agriculture of the Republic of Azerbaijan;
5.4.8. It ensures the reception of citizens in the service and consideration of their applications;
5.4.9. Submits reports to the Ministry once a quarter on the spending of funds allocated to the service from the state budget and received from other sources not prohibited by law;
5.4.10. regularly reports to the Ministry on the activity of the service;
5.4.11. It ensures that the funds allocated to the service are spent according to the purpose of the service's cost estimate.
5.5. Service personnel is provided with a special uniform, the description of which is determined by the Cabinet of Ministers of the Republic of Azerbaijan, as well as control-measuring devices and other special means, the list of which is determined by the Ministry.
5.6. The service number limit (limit) is provided by service passenger cars determined by the Cabinet of Ministers of the Republic of Azerbaijan.

LIST OF AMENDMENTS AND ADDITIONS TO THE DECREE
[1] In the name of the Decree of the President of the Republic of Azerbaijan No. 702 dated May 21, 2019 ("Khalg" newspaper, May 22, 2019, No. 111, Legislative Collection of the Republic of Azerbaijan, 2019, No. 5, Article 854) The words "Regulations of some institutions included in the structure of the Ministry" were replaced by the words "Regulation on the Agrarian Credit and Development Agency under the Ministry".
[2] In the preamble with the Decree of the President of the Republic of Azerbaijan No. 702 dated May 21, 2019 ("Khalg" newspaper, May 22, 2019, No. 111, Legislative Collection of the Republic of Azerbaijan, 2019, No. 5, Article 854) The words "some institutions included in the structure of the Ministry" were replaced by the words "Agrarian Credit and Development Agency under the Ministry".

Decree of the President of the Republic of Azerbaijan No. 1009 dated May 1, 2020 ("Khalg" newspaper, May 2, 2020, No. 85, Legislative Collection of the Republic of Azerbaijan, 2020, No. 5, Article 534) "Agriculture of the Republic of Azerbaijan in paragraph 1.1 of the Regulation on the Agrarian Credit and Development Agency under the Ministry, the words "granting subsidies related to the production of agricultural products" were added after the words "implementation".
[9] Decree of the President of the Republic of Azerbaijan No. 412 dated December 19, 2018 ("Khalg" newspaper, December 20, 2018, No. 287, Legislative Collection of the Republic of Azerbaijan, 2018, No. 12, Book I, Article 2569 ) and "Regulation on the State Service for the Management of Agricultural Projects and Credits under the Ministry of Agriculture of the Republic of Azerbaijan" in paragraph 1.5, the words "state budget, as well as provided for by law and this Regulation" are replaced by "state budget funds, extra-budgetary funds, loans" and grants, donations, defined in the legislation" were replaced by the words.
[10] Decree of the President of the Republic of Azerbaijan No. 984 dated April 8, 2020 ("Khalg" newspaper, April 9, 2020, No. 65, Legislative Collection of the Republic of Azerbaijan, 2020, No. 4, Article 401) In subsection 2.0.3 of the Regulation on Agrarian Credit and Development Agency under the Ministry of Agriculture of the Republic of Azerbaijan, after the word "loans", the words "and guarantees for those loans" were added.
[11] Decree of the President of the Republic of Azerbaijan No. 412 dated December 19, 2018 ("Khalg" newspaper, December 20, 2018, No. 287, Legislative Collection of the Republic of Azerbaijan, 2018, No. 12, Book I, Article 2569) with the "Regulation on the State Service for the Management of Agricultural Projects and Credits under the Ministry of Agriculture of the Republic of Azerbaijan" subsections 2.0.1-2.0.4 have been revised.
It read as follows in the previous revision:
2.0.1. participates in the implementation of the state policy on crediting the agricultural sector;
2.0.2. supports the development of entrepreneurship and a competitive environment in the agricultural field;
2.0.3. promotes innovative methods and best practices in agriculture;
2.0.4. implements project management in order to support the development of entrepreneurship in the agrarian field, the expansion of the application of innovations and advanced practices, and makes proposals for attracting investments in this field.
[12] Decree of the President of the Republic of Azerbaijan No. 1009 dated May 1, 2020 ("Khalg" newspaper, May 2, 2020, No. 85, Legislative Collection of the Republic of Azerbaijan, 2020, No. 5, Article 534) "Azerbaijan at the end of subsection 2.0.4 of the Regulation on the Agrarian Credit and Development Agency under the Ministry of Agriculture of the Republic of Azerbaijan, the period sign was replaced by a semicolon, and subsection 2.0.5 was added in the new content.

Duties of the State Service
3.0. The State Service performs the following tasks in accordance with the directions of activity determined by this Regulation:
3.0.1. ensures the allocation of concessional loans to natural and legal persons engaged in entrepreneurial activity in the agricultural field, including family-farming farms, through authorized credit organizations, and supervises the use of those funds according to their intended purpose;
3.0.2. makes suggestions to the Ministry about the priority areas of the agrarian division for the allocation of funds allocated from the state budget and attracted from other sources not prohibited by law in the form of preferential loans;
3.0.3. ensures the use of financial resources received for granted loans for their purpose;
3.0.4. studies the demand for credit funds by region in the agricultural field;
3.0.5. conducts competitions for the purpose of financing innovative projects in the field of agriculture conducts expertise of projects submitted to the competition and evaluates them, as well as supervises the implementation of projects;
3.0.6. participates in the implementation of international agreements that the Republic of Azerbaijan is a supporter of in the field of agriculture, cooperates with relevant international organizations and financial institutions;
3.0.7. In accordance with the agreements concluded between the Ministry and international organizations and financial institutions, take measures to ensure the implementation of projects in the field of agriculture or participate in the implementation of these measures;
3.0.8. organizes educational projects, trainings and scientific-practical conferences related to the agrarian field or participates in the implementation of these events;
3.0.9. organizes information-advisory service in the field of agriculture;
3.0.10. reports to the Ministry once a quarter on the implementation of projects and the activity of the information-advisory service;
3.0.11. In connection with the acquisition of concessional loans, the commissioner examines the applications of credit organizations, conducts the expertise of the proposed projects, makes a decision on granting or rejecting the applications;
3.0.12. informs the public about its activities, creates a website, places the list of information that must be disclosed as determined by law on that website, and ensures that this information is constantly updated;
3.0.13. reviews applications, complaints and proposals received by the Civil Service;
3.0.14. Performs other duties determined by the acts of the President of the Republic of Azerbaijan.
