The legal basis of the comprehensive relations between Azerbaijan and the EU is the "Partnership and Cooperation Agreement between the European Union and its member states, on the one hand, and the Republic of Azerbaijan, on the other hand," signed in Luxembourg on April 22, 1996 and entered into force on June 22, 1999. This Agreement covers all possible, especially political and economic areas of cooperation between Azerbaijan and the European Union. The agreement provides frameworks for all forms of cooperation between Azerbaijan and the European Union that do not include the military sphere. TAS was signed for a period of 10 years and since the implementation period of the Agreement ended in 2009, its implementation is extended every year for a period of 1 year.

The Food and Agriculture Organization of the United Nations (FAO) was established in 1945. Headquartered in Rome, Italy. Its leader is Gu Dongyu since June 23, 2019. FAO is a specialized agency of the UN to carry out individual and collective activities to improve the supply of agricultural products to the population, and also to coordinate the work of intergovernmental organizations on agricultural development issues. FAO operates in 191 countries and has representation in more than 130 countries. The head of FAO's partnership and coordination office in Azerbaijan is Melek Cakmak. Azerbaijan has been a member of FAO since October 20, 1995. The project coordination office of FAO has been operating in Azerbaijan since 2007. The powers of the coordination office have been exercised by the partnership and coordination office in Azerbaijan since the fall of 2015. During its membership in the FAO organization, the Government of Azerbaijan received support from the FAO for the implementation of various development and emergency preparedness projects in order to increase productivity in agriculture, as well as for the implementation and acceleration of agricultural reforms and positive solutions to many challenges related to food security in the country.
