Agricultural Competitiveness Strengthening Project
Materials, tools and equipment to be used by relevant institutions of AQTA, including the training center and laboratories, as well as tool bags for phytosanitary, veterinary and food safety inspectors, were purchased.
Activities under the contract were carried out by a group of international and local experts selected for the purpose of improving veterinary legislation.
For the purpose of accreditation of the Azerbaijan Food Safety Institute in the field of veterinary medicine, the selected international experts concluded their activities and submitted relevant reports.
The international expert engaged in connection with the establishment of border control points for food safety concluded his activities under the contract.
The improvement of secondary legislation on food safety by an international expert selected by the project has been completed
The training modules were prepared by the selected international expert for the e-learning center established under the Azerbaijan Food Safety Institute.
A local consultant and a company to provide agrotechnical measures and catering services have been selected and the trainings have been started in order to conduct trainings on integrated (complex) methods of combating organisms harmful to alfalfa plants.
17 teaching-methodical materials were purchased for the purpose of specialist training in the "Plant protection" specialty, and the translation of those materials into Azerbaijani is underway.
During the current year, 1,379,872 small cattle and 367,028 cattle were vaccinated within the framework of measures to combat brucellosis in the direction of animal health and veterinary services.
The selected company has performed the activities related to the establishment of the animal identification and registration system, and fulfilled the relevant obligations under the contract.
Necessary equipment and supplies have been purchased in connection with the transition to a private veterinary service. Trainings were held for veterinary specialists of 1373 field veterinary stations across the country in connection with the mentioned topic.
In 2021, 1.59 million manats of grant funds were provided for the creation of productive partnerships. The implementation of sub-projects planned in this direction has been completed.
Modern laboratory equipment was purchased for AXA's Laboratory Expertise and Certification Center, and staff members were trained on the operating rules of the purchased equipment.
Seed processing lines with a processing capacity of 5 tons per hour have been purchased for Agroservice's offices in Sabirabad, Ujar and Barda regions in order to provide support to farmers growing private seeds.
Loans in the amount of 15,034 million manats were given to 99 sub-borrowing farms operating in different directions of agriculture, and as a result, 794 new jobs were created.
In order to conduct research and create a relevant database within the support of the agrarian insurance system, the selected consulting company concluded its activities and presented relevant reports
The Agrarian Insurance Fund supported the formation of an independent group of experts for the support of the agricultural insurance program, the preparation of damage calculation procedures and other guidelines.
Credit department
Based on the data of the previous years, the data were analyzed by conducting analyzes on MCTs, financing products (cash, microcredit, equipment and breeding), as well as specific types of equipment and breeds of breeding animals. Taking into account the expected revenues from the budget, the forecast limit report to be allocated in 2021 for MKT and financing products was prepared and submitted to the management. In addition, the financial statistical indicators requested from 50 MCTs and the Central Bank were analyzed and the results of the analyzes were taken into account in the limits allocated to MCTs;
10 meetings of the Competition Commission on the use of the Agency's funds were organized in order to provide cash concessional loans and financing of the purchase of agricultural production equipment at the expense of the funds of the Agrarian Credit and Development Agency under the Ministry of Agriculture of the Republic of Azerbaijan. The results of the meetings are recorded;
According to point 3.1.1 of the action plan of "Strategic Road Map for the production and processing of agricultural products in the Republic of Azerbaijan", the reference "Targets on the demand for financial resources of agriculture" was prepared;
About 50 reports on the work done in connection with state programs, Strategic Road Maps and Action Plans were prepared and presented. ATM and other internal institutions were provided with periodic information on country of origin and classification groups in technical and animal husbandry financing;
Prepared and submitted weekly, monthly, quarterly, half-yearly reports for submission to the Ministry and other state institutions;
Meetings were held on tuning the HEP system for the purpose of electronic payments. Preliminary works were carried out in the direction of the electronicization of services, analyzes were carried out on the integration of Azales and GNI system. Regular meetings were organized and discussions were held in order to eliminate existing deficiencies in the GNI system;
Relevant forecasts for financial sources and directions of use of funds for the years 2021-2025 have been prepared;
Work was carried out on updating and making additional changes to the Agency's Fund Usage Rules, and proposals were submitted to the relevant authorities;
Proposals were made for updating the "list of techniques for which concessions are applied in the agricultural field" and the list was updated;
Within the scope of the external audit inspection conducted in MKTs, information was presented in order to respond to the inquiries received from the audit organizations;
Relevant documents for 6 problematic credit organizations were prepared and submitted to the Law, personnel and clerical organization department for submission to judicial authorities. The updated information requested in connection with the judicial process was provided regularly;
As a result of the surveys and analyses, work was done to register the machinery financed by the Agency, but not state registered, in the Agrarian Services Agency, and for this purpose, working discussions were held with MKT, suppliers, AXA and DAIM. As a result of the work done, state registration of 2472 agricultural machinery was ensured;
Transactions carried out in the last weeks of December 2020 have been processed and entered into the system. Information was given to the finance department to ensure the payment of the funds from 3 banks for deviations, the funds were paid by the banks;
Work was carried out on specifying and reconciling annual interest income on loans allocated at the expense of the Agency, signing acts of reconciliation with MCTs and recognizing them in the Agency's income;
Confrontations were made between the Finance Department and the Credit Department, and the amounts of the expense register and receipts were checked and specified;
Monthly payments for the obligations of the MCTs were ensured and regular deletions were made in the GNI system for the receipts;
In the information report on the "Agriculture" section of the functional classification of budget expenditures of the Ministry of Agriculture of the Republic of Azerbaijan, information on the Credit Department was presented;
Interests were calculated on a monthly basis for loans allocated to agricultural machinery financed by the agency's funds, and information was given to the Finance Department to transfer the calculated interest to the MCTs. Prepared and approved a report on the amounts known as the Agency's income (2%) on interest calculated on agricultural machinery;
An annual report to be submitted to the Accounts Chamber of the Republic of Azerbaijan was prepared;
In order to submit relevant reports to the Accounts Chamber of the Republic of Azerbaijan, reports on relevant credit delays and payments were prepared;
The cases related to authorized credit organizations that did not fulfill their obligations on time were continued and relevant information was submitted to the Accounts Chamber;
The survey was carried out twice, covering more than 500 applicants, each of whom benefited from the breeding animal exemption. The results of the surveys were analyzed and a report was presented to the management. At the same time, relevant work was carried out regarding the insurance of breeding animals, the sale of which was financed by the funds of the Agency;
Work was carried out on updating and making additional changes to internal rules and procedures, a set of conditions for insurance, as well as contracts concluded with MKTs;
According to the request received from the Administration of the President of the Republic of Azerbaijan, a 3-year report was prepared and submitted to the relevant department of the Ministry of Agriculture;
During 2021, 4,451 applications for the financing of agricultural means of production and 3,180 applications for the financing of low-interest concessional credit projects (including microloans) were reviewed;
In 2021, loans and concessions were allocated for the purpose of financing the purchase of 7,274 head of breeding cattle and 8,208 agricultural machinery (including 54 combines and 1,266 tractors) worth 233.6 million manats through authorized credit organizations at the expense of the Agency;
In the country, concessional loans in the amount of 28,555.4 thousand manats (including microcredits in the amount of 25,684.8 thousand manats to 2,705 persons) were granted to 2,785 entrepreneurs working in the agricultural sector;
More than 4,000 citizens were contacted by phone and given information about loans and concessions allocated at the Agency's expense, and relevant recommendations were given in the direction of receiving the funds;
In 2021, about 1,500 citizens were received and given relevant information regarding the directions of using the funds of the Agency and the issues arising in connection with the leasing portfolio transferred from "Agroservis" OJSC;
During 2021, 8,580 incoming, 3,338 internal, and 1,713 sent documents were fully processed for Caspel system registration;
Work has been done in order to obtain certificates according to international ISO standards. Presentations reflecting the activities of the department and risk analyzes were made in the direction of adaptation to these standards;
In accordance with the Agency's Fund Usage Rules, meetings were organized for the purpose of providing training to the relevant employees of authorized credit institutions and suppliers on the procedures related to the allocation of funds. At the same time, 20 agricultural producers were trained by the Small and Medium Business Development Agency (SBA) about the procedures;
Meetings were organized with managers of authorized credit organizations, suppliers and insurance companies to discuss the Agency's activities, improvement of financing, future tasks and prospects;
During the meetings organized by KOBIA with entrepreneurs working in the field of agriculture, more than 150 entrepreneurs' questions about the rules of using the Agency's funds were answered;
Analysis of more than 7,700 files related to the handover of the portfolio of "Agroservis" OJSC was carried out. In this direction, the portfolio of "Agroservis" OJSC was analyzed and relevant reports were prepared;
Documents were prepared in order to issue power of attorneys for the ownership and management of agricultural machinery to 260 persons based on the portfolio transferred from "Agroservis" OJSC. Citizens who applied to the agency were accepted by the employees of the Credit Department, their applications were heard, and in accordance with the relevant procedure, the late debts and general debts of the citizens were checked in the system, and power of attorneys were issued to them;
Calls were made to more than 100 legal entities and individuals with large debts to "Agroservis" OJSC by a selection method from the citizens based on the portfolio transferred from "Agroservis" OJSC regarding the provision of overdue payment and payment of a number of overdue debts was ensured;
Work was carried out in the direction of handing back the files that were rejected (contracts with a court decision on the termination of the contract, which have no legal force) based on the documents initially submitted to be taken over from "Agroservis" OJSC;
In order to migrate the portfolio transferred from "Agroservis" OJSC to the GNI - electronic credit management system, tables were prepared and the migration of the prepared tables was performed and tested in a trial manner;
Work was carried out to clarify the legal status of leasing debts transferred from "Agroservis" OJSC;
In the portfolio transferred from "Agroservis" OJSC, work has been started in order to present the cases on problematic loans to the judicial authorities, the documents of about 400 persons have been prepared in the form of a folder and presented to the court;
In the portfolio transferred from "Agroservis" OJSC, in the direction of presenting the cases on problematic loans to the judicial authorities, the existing deficiencies in the documents of about 125 persons were eliminated and presented to the court;

In 2021, 116 farmers were paid a one-time planting subsidy in the amount of 7665 thousand manats for the 1506.3 hectares of intensive orchards they planted;
223 seed and seedling producers were given subsidies in the amount of 6,658.4 thousand manats from the state budget for the 1st and 2nd reproduction seeds and seedlings they produced and sold in 2021. 6,078,400 manats of this subsidy were allocated to cereal seed (wheat and barley) producers, 217,900 manats to potato seed producers, 168,000 manats to alfalfa seed producers, 14,500 manats to corn seed producers, 3,100 manats to pea seed producers, 10.9 thousand manats were paid to vegetable seed producers, 2.4 thousand manats to cotton seed producers, 120 thousand manats to fruit seedling producers and 43.2 thousand manats to tea seedling producers;

1128.53 manats to 6 sugar beet producers in 5 regions for the 282.13 tons of sugar beet they produced and delivered in 2020 and to 73 sugar beet producers in 19 regions for the 135.9 thousand tons of sugar beet they produced and delivered in 2021 Subsidies in the amount of 544.6 thousand manats were provided at the expense of the state budget in the amount of 543.5 thousand manats;
Subsidy payments in the amount of 9067.4 thousand manats were made to 47.1 thousand animal owners for 90674 calves purchased through artificial insemination;
4,793 cocoon producers were given a subsidy of 5 (five) manats per kilogram of 481.02 tons of wet cocoons (excluding spun and karapachak cocoons) delivered to cocoon processing and silk production enterprises at the expense of the state budget in the amount of 2405.1 thousand manats in total;
Subsidies in the amount of 5313.25 thousand manats were paid to 22258 beekeepers for 531325 bee families.
