In the direction of animal health and veterinary services, within the framework of measures to combat brucellosis among large and small animals, the prescribed amount of vaccine was supplied and a nationwide vaccination campaign was carried out, 401,435 cattle and 1,477,350 small cattle were vaccinated in 2018.
In order to determine the prevalence (prevalence) of brucellosis among people, serosurveys were carried out together with the Ministry of Health of the Republic of Azerbaijan, and blood samples were collected from 12,590 people, involving 38 district centers, 190 villages, 4 cities and the capital city of Baku. Collected blood samples were checked with ELISA tests and as a result, brucellosis was detected in 4.3% of the people checked.
As part of the technical assistance provided to the Faculty of Veterinary Medicine and Zoo engineering of the Azerbaijan State Agrarian University, an internationally experienced veterinarian was invited and worked at the faculty in February-May 2018 for the purpose of learning international experience. AzKIL-2 developed an innovative pilot activity to strengthen the economic empowerment of rural women. In the project, the Women's Economic Empowerment Component has been operating as a pilot since March 2018. In total, 12 Women's Development Groups consisting of 151 women have been created in 7 districts (Masally, Aghdam, Lankaran, Ismayilly, Barda, Aghjabadi and Balakan).
To support businesses created by Women's Development Groups, a large group of young people from Masally, Aghdam, Lankaran, Ismayilly and Balakan regions received a 12-day training in September 2018 on the initial business development and management program to become Community Business Promoters. Together with AzKIL staff, they will create business incubators in five districts, which will provide women's development groups with business establishment, development, management and expansion services in villages. They will help women's groups develop profitable proposals and help them access funding sources and markets.
Women's Development Groups, which have just started to operate, have created collective enterprises with their own internal resources and by taking place from municipalities in a short period of time and are successfully managing them. In 2018, within the framework of the "Comprehensive Development of Rural Areas Project" financed by the International Fund for Agricultural Development (IFAD) and the Islamic Development Bank, a contractor carrying out repair and restoration works on intra-farm irrigation systems in the project areas, 303 in 17 SIB territories. 0 km of underground canals were cleared of bushes, 118.8 km of existing and new concrete-lined canals were built (restored) and 4.4 km of closed pipe network was installed, 143.6 km of drainage network was restored, 981 new hydrotechnical facilities were built. As a result of the performed works, the supply of irrigation water in 36,006 hectares belonging to 13,644 households in 71 villages was improved.
Within the framework of the Agricultural productivity and profitability increasing component of the project, in 2018 artificial insemination was carried out among 1389 cattle in 1111 farms in 82 villages by 20 artificial insemination technicians in the project regions (Yevlakh, Aghdash, Sheki, Oghuz), as a result of previous artificial insemination measures. 69 calves were obtained in Yevlakh district, 249 in Aghdash district, 291 in Sheki district, 89 in Oghuz district (698 in total).
In addition, 6 doctors in 3 veterinary stations covering the mountainous areas of the project carried out treatment and preventive measures against diseases in 607 family farms in 88 mountainous villages and provided veterinary services to 3,976 cattle, 32,269 small-horned cattle, 19 other animals and 59,493 birds.
An international consultant on animal husbandry was involved in the Republican Artificial Insemination Center (RSMM) located in Goygol district, and in 2018 familiarization and promotion seminars were held with the participation of farmers and representatives of the large livestock complex in Masally, Goygol, Goychay and Khachmaz districts with the participation of the international consultant. 533 people from 4 regions (35 of them women) farmers, family farm owners, representatives of large animal husbandry complexes, representatives of production and processing enterprises, specialists of agricultural departments, artificial insemination and veterinary experts and representatives of the district community participated in the seminars. Within the framework of the "Strengthening of phytosanitary control and diagnostic services in Azerbaijan" project, the pest diagnosis service was strengthened through the supply and modernization of the necessary equipment of the National Phytosanitary Laboratory and the Republican Quarantine Expertise Center, 12 laboratory protocols and 15 Standard Operating Procedures (SOPs) were prepared, and pest diagnosis and laboratory research methods were evaluated. 15 people (3 men, and 12 women) have increased the potential of the laboratory staff. Pest diagnosis has been strengthened through various measures (trainings, study visits, language courses, national phytosanitary awareness measures, etc.). The management of the export control system has been improved. The 6 standard operating procedures for import/export control developed in 2017 were revised in 2018 as a result of institutional changes related to the establishment of AQTA.

An electronic database/unified automated management system has been designed and built. AQTA, operating since January 2018, has assumed the responsibilities for the database and electronic certification systems.
An organic agriculture documentation center was established and equipped within the framework of the project "Development of ecological agriculture and institutional capacity building in Azerbaijan", and in March 2018, training was conducted to enter the international database. In March-April 2018, the existing legislation of Azerbaijan and the institutional framework in organic agriculture were analyzed. Within the framework of the project, meetings were held with farmers of Sheki, Goychay, Goranboy and Tarter regions, and a survey was conducted about the varieties of cultivated crops and their agrotechnical care, crop rotation, and fertilizer norms. 73 farmers of the target regions were trained in advanced agrotechnical cultivation measures, innovative methods, and technologies, and high reproduction seeds of local selection and new varieties of hard and soft wheat, barley and vegetable plants were distributed to those farms.
In general, 23,911.0 kg of hard, soft wheat and barley seeds were given to farmers in Sheki, Goychay, Goranboy and Tartar regions were sown in 125.83 ha of the project. A total of 1506.20 kg of seeds of local folk selection and new varieties of vegetable and garden plants were prepared for sowing.
A number of scientific-research works have been carried out for the preparation and implementation of selection programs in the direction of creating new, modern adaptive varieties using ancient, local folk selection varieties and wild ancestors.
Absheron Scientific Research Base of the Institute of Genetic Resources, Agricultural Scientific Research Institute, Tarter Region Experiment Station, a field genebank of durum wheat, including ancient, local people and created in different eras, including modern breeding varieties, was created.
The general condition of the lands in the project regions was assessed, and a soil analysis was conducted in the fields of more than 100 farmers. A Regional Training Center was established in Sheki, and negotiations were held to establish it in Ganja. More than 40 meetings were held with farmers in the target regions, field seminars were held and advice was given for the purpose of cultivation of vegetable plants in the Goranboy region, identification of their diseases, and implementation of chemical control measures against diseases and pests. In 2018, a republican scientific-practical conference dedicated to the multidisciplinary problems of the pomegranate plant and its products was organized in the Goychay district, which is the target district of the project, together with the Presidium of ANAS and the Goychay district executive authority. During the conference, more than 100 representatives of scientists and specialists, farmers' associations and large companies participated.
For the first time, a questionnaire was prepared for the farmers, and their opinions and needs on the planting of local varieties were studied.
