International Fund for Agricultural Development (IFAD) — an international organization on general issues of agriculture provides assistance to poor rural residents. The fund was established in Rome, Italy in 1977 by the decision of the international food conference. Its main goal is to provide financial and technical support for agricultural development projects to increase food production in developing countries. In 2011, IFAD provided Azerbaijan with 19.35 mln. allocated a dollar loan. The loan was given to Azerbaijan for the purpose of ensuring food security. The loan agreement was signed by Azerbaijan's Agriculture Minister Ismet Abasov and IFAD President Kanayo F. Nwanze at the fund's headquarters in Rome. The project provides assistance to 50,000 rural families in Agdash, Yevlakh, Sheki and Oguz. One of the directions of the project is the improvement of the irrigation system. With this project, IFAD finances 5 projects in Azerbaijan.

Mountain and High Mountain Areas Development Program

North East Development Project
 
The purpose of the project is to improve the standard of living of 15,012 families in the irrigated areas through the creation and expansion of income opportunities, which is in principle fully consistent with the known provisions of the socio-economic development program of the regions.
2006 – 2011

North West Rural Development Project
The main goal of the project is to reduce the poverty and food security of the rural population living in the north-western regions of the country on a sustainable basis and thus increase the standard of living. The project will cover the geographically adjacent regions of Gazakh, Agstafa, Shamkir and Tovuz. 24 Water User Associations (WUAs) for the restoration of irrigation systems will form a total coverage group of 44,000 households living in landlocked areas, as well as in 23 mountainous and 7 lowland areas and villages without real opportunities for irrigation systems.
