2. Content of the Service
Providing a subsidy for each ton of agricultural produce delivered to suppliers.
3. The name of the institution and (or) structural unit that performs the service
Agrarian Credit and Development Agency under the Ministry of Agriculture of the Republic of Azerbaijan (hereinafter - AKIA), State Agrarian Development Centers of the Ministry of Agriculture of the Republic of Azerbaijan (hereinafter - DAIM).
4. The name of another institution or structural unit involved in the performance of the service
Representatives of the Ministry of Agriculture of the Republic of Azerbaijan in "ASAN service" centers, SME friends in small and medium business (hereinafter - SME) houses.
5. Legal Basis of the Service
"Regulation on subsidizing agricultural production" approved by Decree No. 759 of the President of the Republic of Azerbaijan dated June 27, 2019
6. Forms of service implementation
           •  Electronic application and electronic submission of results;
            • Electronic presentation of the application and result by coming to the service place.
7. Form of informing about the service implementation and result procedure
• Notification by e-mail;
• Information through a personal cabinet;
• Notification via SMS.

Note: A farmer is a person who is a producer of agricultural products and registered in the "Electronic agriculture" information system (hereinafter - EKTIS) based on his FIN/TIN number and mobile number in his name.
10.Service term
If the electronic declaration is approved in EKTIS before the 15th of the month, the end of that month, if it is approved after the 15th, the end of the next month.
11. The time and duration of receiving applications for the implementation of the service
Electronic applications are approved and accepted in real time.

EKTIS (in electronic environment), DAIM, "ASAN service" centers or administrative buildings of SMEs
13. Legal grounds for suspension or denial of service
According to clauses 2.10, 3.18, subsections 1.2.10 and 3.8.4 of the Regulation, the subsidy is refused in the following cases:
        • if the farmer is not registered in EKTIS;
        • if the produced agricultural products are not delivered to the suppliers;
        • when cultivation is carried out on the lands of settlements and other categories;
        • if the delivered product is not produced in the country.
14. Documents required for the implementation of the service and their submission form
• Electronic approval;
        • contracts concluded with suppliers on the purchase of products;
        • documents confirming the delivery of manufactured agricultural products to suppliers (Receipt of product acceptance)
15. Samples of relevant documents (application, form, etc.) required to be filled in for the implementation of the service
The application and documents are created automatically in EKTIS and presented to the farmer through the electronic cabinet.
16. Implementation of the service on a paid or free basis, paid service
17. Administrative procedures for the implementation of the service
Step 1. Suppliers enter into EKTIS the contract they concluded in advance with the farmer on the product they will buy.
Step 2. If the farmer has applied for a planting subsidy for the plant for which he will receive a crop subsidy, the procedures related to that subsidy are carried out. A farmer who has not applied for a crop subsidy, simply applying for a crop subsidy is the basis for investigating the source of that crop.
Step 3. The farmer delivers his products to the supplier. The supplier enters the information about the type and quantity of the agricultural product he received, and the farmer enters the documents (receipts of the product) about the delivery of the product to the supplier in EKTIS.
Note: Payments for documents submitted after December 15 of each year are made in the 2nd quarter of the following year.
Step 4. Based on the type and quantity of the delivered product, an electronic declaration on the product subsidy is formed and entered in the "Subsidies" section of the farmer's cabinet. The amount of product subsidy is calculated as follows.
Crop subsidy = base amount (AZN 200) × crop coefficient (determined by the Agricultural Subsidy Council for productivity promotion and announced annually)
Step 5. The farmer approves the electronic declaration on the product subsidy application in his personal cabinet. If the farmer is not satisfied with the amount of product indicated in the declaration and the calculated amount, he complains through EKTIS, DAIM or directly to the supplier.
Step 6. The Supplier, who corrects or refuses to correct the data based on the farmer's complaint, enters the justification in EKTIS.
Step 7. After the farmer approval, the electronic declaration is approved by DAIM. The source of the crop of the farmer who did not apply for planting subsidy is investigated and the declaration is approved or rejected.
Step 8. AKIA transfers the subsidy payment to the farmer's account for approved applications by the end of the month.
18. Information on the possibility of pre-trial (out-of-court) resolution of disputes arising during the use of the service
The applicant may file an administrative complaint with the DAIM on any matter that does not satisfy him regarding the provided service, and on the decisions of the DAIM with the AKIA. Complaints can be made on paper or through EKTIS. The form of the administrative complaint must be in accordance with Article 74 of the Law of the Republic of Azerbaijan "On Administrative Proceedings" and the complaint is reviewed for a period of 1 month in accordance with the requirements of Article 78 of the Law of the Republic of Azerbaijan "On Administrative Proceedings".
