Agrarian Credit and Development Agency under the Ministry of Agriculture of the Republic of Azerbaijan (hereinafter - AKIA), State Agrarian Development Centers of the Ministry of Agriculture of the Republic of Azerbaijan (hereinafter - DAIM).

Representatives of the Ministry of Agriculture of the Republic of Azerbaijan in "ASAN service" centers, SME friends in small and medium business (hereinafter - SME) houses.

• "Regulation on subsidizing agricultural production" approved by Decree No. 759 of the President of the Republic of Azerbaijan dated June 27, 2019
(hereinafter - Rule) subsection 1.2.13 and clause 4.2
• "Regulation of accounting of beekeeping enterprises" approved by the Resolution No. 116 of the Cabinet of Ministers of the Republic of Azerbaijan dated August 5, 2009

Note: A farmer is a person who is a producer of agricultural products and registered in the "Electronic agriculture" information system (hereinafter - EKTIS) based on his FIN/TIN number and mobile number in his name.

Within 15 working days after the application is approved by DAIM.
11. Time and duration of receiving applications for the implementation of the service
Electronic applications are accepted in real time
12. Place of service
EKTIS (in electronic environment), DAIM, "ASAN service" centers or administrative buildings of SMEs.
13. Legal grounds for suspension or refusal of service
According to clause 2.10, sub-clauses 4.4.3, 5.3.2 and 5.3.3 of the Regulation, the subsidy is refused in the following cases:
• if the farmer is not registered in EKTIS;
• during the current year, if the amount calculated based on the number of declared bee families exceeds the amount determined as a result of monitoring by 10-30 percent;
• if the amount calculated based on the number of declared bee families exceeds the amount determined as a result of monitoring by 30 percent, during the current year and the following year;
• if the requested information is not provided correctly or on time.

The application and documents are created automatically in EKTIS and presented to the farmer through the electronic cabinet.

17. Administrative procedures for the implementation of the service
Step 1. The farmer - beekeeper records the bee families (hives) he owns, ensures that each hive is marked with a sign at his own expense.
Note 1. A farmer-beekeeper is a person who has an appropriate veterinary-sanitary passport as an amateur or professional beekeeper.
Step 2. The farmer registers the hives by entering the information (name of the apiary, address, number of hives, registration plate, identification number) into EKTIS.
Step 3. Every year until April 30, the farmer updates the information about the current situation of those families in EKTIS, provides information about destroyed or newly created hives.
Step 4. EKTIS automatically forms a subsidy application (electronic declaration) based on the number of existing bee families (hives) by May 15 every year and sends it to the farmer's personal office.
                                        Calculation of bee subsidy = number of hives × 10 manats
Step 5. The farmer approves the subsidy application formed in his cabinet every year until May 25.
Step 6. AKIA selects from the approved applications for 5 days between May 25 and May 30 every year those to be monitored by on-site observation.
Step 7. Monitoring of those selected by on-site observation is carried out by DAIM.
Step 8. As a result of monitoring, if circumstances different from those indicated in the farmer's declaration are determined, the farmer is notified about this through EKTIS and the subsidy amount is reduced. If the farmer does not notify within 15 days after the notification, the requirements of paragraph 5.3 of the Regulation shall be applied accordingly. Objection to the notice is evaluated by the DAIM specialist with the participation of the farmer, by conducting an on-site observation, the result is recorded and entered into EKTIS.
Step 9. After the applications are approved by DAIM, AKIA makes the subsidy payment within 15 working days.
Note 2. A subsidy of 10 manats per calendar year is calculated for each bee colony kept by beekeeping farmers and is provided until 2023.
Note 3. If the amount of the subsidy used by the farmer in the current year exceeds the specified amount in accordance with Clause 5.3 of the Regulation based on monitoring, the farmer returns the funds to AKIA. If these funds are not returned, the amount of subsidies to be paid in the following years is reduced by the amount of those funds.
18. Information on the possibility of pre-trial (out-of-court) resolution of disputes arising during the use of the service
The applicant may file an administrative complaint with the DAIM on any matter that does not satisfy him regarding the provided service, and on the decisions of the DAIM with the AKIA. Complaints can be made on paper or through EKTIS. The form of the administrative complaint must be in accordance with Article 74 of the Law of the Republic of Azerbaijan "On Administrative Proceedings" and the complaint is considered for a period of 1 month in accordance with the requirements of Article 78 of the Law of the Republic of Azerbaijan "On Administrative Proceedings"
